I think that "They" are the MEM (Main Event Mafia) as this storyline has taken many interesting twists over the course of the last six months or so, beginning with Samoa Joe's 'kidnapping' where he said that "they" had promised things would be different this time, seemingly suggesting that this "they" had been in TNA before. Also when Ink Inc were attacked in about June Shannon Moore was left with an Ace of Spades card on his chest which seemed random but then I remembered that the MEM were formed in Las Vegas so the card could be a gambling reference to that city. Another clue was the vignette that played during the beginning of a PPV when Abyss' descent into heel mode was being analysed and the images of Scott Steiner and Booker T appeared (both were in the MEM).
The MEM mafia disappeared after Hogan/Bischoff got to TNA and it would be a good storyline to have them return to rid TNA of the two people who stand in there way of dominating the company, or they could be employed by Dixie Carter in a story that suggests she is disappointed with Hogan/Bischoff's impact on ratings and the products and wants them removed.
