Big Ben was designed by Edmund Beckett Denison. And it was built by Messrs E.J. Dent and Co.
PS: By the way, I didn't misspell Messrs. IT is spelled THAT way. It's British. Have you seen Harry Potter? The 3rd one, Prisoners of Azkaban? Harry mentioned Messrs when Snape asked him to read the map. "I solemnly swear that I am up to no good..."

Sir Charles Barry drew the designs, and architect Edward Pent and his son Frederick Pent built it.
