Any Catholic of good standing can be a godparent though there are the following exceptions/requirements: There may only be two godparents, one of each sex. Non-catholics cannot be godparents, nor those under the age of 13, nor can the father, the mother, or the spouse, of the person who is to be baptized. A godparent cannot marry their godchild unless given a dispensation.

In liberal parishes, sometimes the priest allows a non-catholic to be a godparent, or fails to verify the faith of those presented as godparents. This is a modern trend and is against Church teaching and the entire purpose of having godparents, for a godparent enters into a spiritual relationship with the baptized and is responsible for helping them grow in their Faith which they cannot do if they themselves do not know it.

The Sacrament of Baptism is ordinarily conferred by a bishop, priest, or a deacon with the faculties to do so; however, in the case of an emergency laypersons (with the right intentions) may baptize provided an infant or adult is in danger of dying before a priest can be procured, any other person, whether man, woman, or child my baptize in the following manner:

While pouring common water on the head or face of the person, pronounce this verse:

I baptize you in the name of The Father, and of The Son, and of The Holy Spirit. Amen.

In an emergency (in danger of death) ANY person may baptize - and should - even if they, themselves, are not baptized. They just need to use water poured on the head, and the formula, "Name, I baptize you in the name of the Father, and of the Son, and of the Holy Spirit."
