Anyone who has demonstrated to the judge that a debt is owed and further demonstrates that the debt will probably not be paid otherwise. Just go to the judge, follow the correct procedures and if eveything is in line with the law, the judge will sign the paper. Understand that most employers don't like the extra paperwork and some will find a way to terminate the person rather than comply with the court order.
