Purging a propane cylinder is done by first removing air in cylinder that has never had propane in it. Then cylinder is is filled with propane vapor appx. 15psi this vapor is then blown out. This process is then repeated appx.4-5 times this removes all unflamable gas from cylinder and replaces it with propane vapor. If a new cylinder is not purged the propane will not burn properly.

Most of the time propane can be pumped from a tank. As long as there is a liquid port on the tank. The problem with getting a refund or credit for the propane is almost never worth it. This operation will need a propane bobtail and uselly a second truck with a vapor pump (used to raise the pressure in the tank and force it into the truck) Only qualified people can preform this task. A propane company will only pump a tank if it has a problem that has become a safety issue. Cost involved for the dealer two people two trucks, (time and mileage) Two hours minimum. Remember the dealer has already incurred the cost of the delivery so your not going to get a full refund.
Turn off all burners. Turn off propane tank. Disconnect propane tank. Turn all the gas burners on for a minute or so. Turn of burners. Reconnect the propane. Turn on the tank. Light the burners.
You empty it through usage,. If it does need to be emptied, then take it to a propane gas distributor and let them do it. Expelling the gas into the air is dangerous for the environment and even more dangerous for those around when you do it.
