The phrase "perception is reality" has been attributed to political strategist Lee Atwater. Atwater is perhaps best known for his work on George H.W. Bush's campaign in the late 80's. He often used the phrase when talking about the importance of public relations to campaigning and was said to be "ahead of his time" with this idea. I did, in 1963. When I was talking to my classmates in science class about brain function and perception vs reality. I was doing a presentation on the brain and nervous system and how they related to emotions and our perceptions of the world around us. It was quickly picked up and used by many people in the subsequent years.
