EveryState in the US has a program somewhat like the one in California, named IMS for Indigent Medical Services, although the name varies from State to State. Calling your local Board of Health or Dept. of Health may answer this for you. As it's pretty easy to prove medical necessity in a reverse colostomy, I imagine you should be able to solve this without too much worry.
