The headquarters building of the US Central Intelligence Agency (CIA) in Langley, Virginia was (insofar as can publicly be determined) designed by the US General Services Administration with almost certain input from architects and security experts. The contract to build the building was also administered by the GSA.

The reason for its construction is fairly obvious: EVERY Government Agency has its own headquarters building for the centrallization of its staff.
