I guess its all just based upon cliques. Depending in which one you're in and how important it is at your school. Also, people seem to remember a lot of stuff. If you have a good past then people might rank you as more popular. Mostly the popular people are the ones who are pretty/handsome, they get into a lot of drama and they seem to be the people who date more often. But sometimes people aren't at all the description I described, they just got caught in with the populars.
So, to answer your question I would say that everyone decides who is popular.
Nobody, really. Or everybody. And appearances can be deceptive. The popular girl hanging round in a huge clique bitching about the others may be less popular than the other one everyone thinks of as a loner simply because the 'loner' doesn't make enemies and gets on with everyone she comes into contact with, while the 'popular' one has tons of enemies.
