You don't invent scientific facts - they are there for anybody to observe. You discover them. I believe Maxwell's calculations were groundbreaking in this sense; he calculated that an electromagnetic wave would move at the speed of light, and concluded that light was probably an electromagnetic wave, too. This was later confirmed. However, parts of the electromagnetic spectrum were later discovered by other scientists, for example, Röntgen.

The electromagnetic (EM) spectrum is a natural phenomena, and is presented as a range of EM frequencies. These extend from very low audio-frequency signals, right up to high energy Gamma Rays. It does not have a creator in the sense that someone invented it.

The entire electromagnetic spectrum is made up of ultraviolet, visible light, and infrared. The human eye can only see the light sector of the spectrum. The ultraviolet and infrared are wave energy that can not be seen by our eyes. William Herschel began down the road to discovering the electromagnetic spectrum in 1799.

Electromagnetic waves span from low audio frequencies, right up through the conventional radio spectrum, through light waves, and on to gamma radiation and beyond.

In 1800 Herschel demonstrated that the wavelengths longer than red on the visual spectrum could elevate the temperature of a thermometer. This was quickly followed in 1801 by Ritter demonstrating an analogous effect beyond the violet end of the light spectrum.

In 1862, Maxwell developed the math necessary to describe E-M waves, and in 1887, Hertz used this information to develop a source of E-M radiation.

Discovery of the other portions of the E-M spectrum, through X-rays. and radioactivity followed in the late 1800s.
