No, every element exists in more than one form, called isotopes, which have the same number of protons and electrons, but different numbers of neutrons. Hydrogen, for example, usually has no neutrons, but there do exist two other hydrogen isotopes, deuterium having one neutron and tritium having two neutrons (most isotopes don't have their own names, hydrogen is unusual in that respect).

That is not true. They will have the same number of protons, but different isotopes of the same element will have a different number of neutrons. Carbon 12, 13 and 14 all have a different number of neutrons.

No, they must have the same number of protons, but the neutrons can differ. If there are different numbers of neutrons, we call the atoms isotopes of that element. Most element samples contain more than one isotope, in various proportions.
