The people elect both the members of the House of Representatives and the United States Senate by direct ballot.

Representatives are elected by Congressional district and serve for two-year terms.

Senators are elected state wide and serve six-year terms.

(Until the passage of the 17th Amendment to the Constitution, Senators were selected by the state legislatures.)

Congressional districts are determined by population. The greater the population, the more districts the state has. Only residents within the district can vote for a U.S. House of Representatives Representative. All citizens of every state vote for the states two Senators in separate elections, in different years.
