Water does not inherently have "hydroelectricity". It can be used to turn the axles in generators - just like you can use a steam engine, wind, a diesel engine, a gasoline engine, or any other mechanical method to turn the generator. Water wheels have been used to turn shafts throughout recorded history for grinding grain, running saw mills, etc, so applying that to turn a generator is a minor addition to an existing technology. In 1878 the world's first hydroelectric power scheme was developed at Cragside in Northumberland, England by William George Armstrong. It was used to power a single light bulb in his art gallery.
