It's hard to say who discovered the first fossils, because many discoveries were obviously just not reported. However, the ancient Chinese were known to use ground-up fossils of dinosaurs in a type of medicine starting about 300 B.C.E. with the belief that they were actually dragon bones (not surprisingly, considering the shape of the bone). However, the first reported dinosaur fossil ever discovered was discovered by John Woodward, who was the first to cataloging of a dinosaur bone. After that, the fossil record later on became much more complete.

The first person to find a dinosaur fossil and describe it as some kind of ancient creature was the Englishman William Buckland, in 1824. It was named Megalosaurus bucklandii ("Buckland's Giant Lizard") after him.
Chinese scholars discovered Protoceratops in the early BC (Maybe 2000 BC) , but thought they were griffins of Greek Mythology. Greek scholars said there was enough proof to claim the bones as those of griffins from the reign of Ouranos. They were found at the same latitude as the area where Greek scholars placed griffins (Ethiopia), plus they were the same size as those of griffins and they had the exact same body shape. The Greeks bought the bones. Later in the 1600s, William Buckland drew the thighbone of a Megalosaurus thinking it belonged to either a giant or a dragon.
The bones were found early in man's history and some historians believe that the legends of dragons come from man finding bones and footprints. The first documented find was in the 1800's when it was decided that they had been real animals millions of years in the past.
The first person to discover and recognize dinosaur bones as belonging to ancient animals was either Giddeon Mantell or Sir Richard Owen.
