Truly, the person responsible for the creation of the European Union was French Prime Minister Robert Schuman. Schuman initiated the creation of the European Coal and Steel Community. This organization then morphed into the European Economic Community, which then morphed into the European Union.

It was founded in 1957 by 6 countries: France, Germany, Italy, The Netherlands, Luxembourg and Belgium. It was then known as the European Economic Community. It later became known as the European Community. On the 1st of January 1993 it became the European Union. At that point there were 15 members. Along with the original 6 members, Britain, Ireland, Denmark, Greece, Spain, Portugal, Austria, Sweden and Finland had joined. 13 more countries have joined since then.
