Authorization and appropriation of funds is voted on and approved by Congress. The money originates from the taxpayers and comes from the annual budget.

Training of officers occurs at the military academies; West Point (Army), Annapolis (Navy), Colorado Springs (Air Force), and Quantico (Marines). There is the Coast Guard, also.

Training of enlisted men occurs in boot camps and bases throughout the U.S.
