It was the consuls, who were elected for terms of one year. There were two consuls in each year, and at some stages if the consuls disagreed they commanded on alternate days.

To be eligible for election as a consul you had to have been a pretor five years previously or earlier. Having been a consul you were ineligible for any elective office for ten years afterwards. But former consuls could be appointed to offices (such as governorships) where they would be supervised by the Senate.

The Romans had tree forms of government during the 1,200 years of their history: a monarchy for 244 years, a republic for 482 years and rule by emperors for 503 years. During the period of the monarchy the king was in charge of the army. During the republic two annually elected consuls were the heads of the republic and the army. During the period of rule by emperors the emperors were in charge of the army.
