Depends its a tricky question. Some argue that Alexanders army was the best. He mainly used the phalanx and hoplite system which was the best in the world at the time. I personally think Caesars army was the best. He used the phalanx when need be but also adapted and could use the legionaire system.
If you talk about leadership I like Hannibal, If he had Rome's resources, he would have ruled all the world. These statements can always be argues though, they are opinions keep in mind.
