It would be much the same. Some countries have very good relations with each other, often been historically strong, and some countries would have not so good relations. Different countries would have more in common with some countries than with others. By being part of the EU, the various countries are working more together and so generally relations would have improved.

Definitely isolationism. The good neighbor policy intended to make relations between the U.S.A. and Latin American countries stronger by removing troops from those Latin American countries and fostering in an era of cooperation between the US and Latin American countries.
"I'm pretty sure just the United States... hence the US Constitution" - not true. Many Latin American countries when they became independent from Spain copied and translated into Spanish the US constitution word for word. However, they often did not follow the constitution because they did not have the same history and value system.
