Most likely Verizon, depending on where you live. Anywhere you can get Verizon (which is pretty much everywhere) they have EV-DO Rev. A coverage, which is a type of 3G. It's not theoretically the fastest, but it is very reliable. AT&T has a lot of areas with no 3G, and they are notorious for dropped calls and signal holes. Sprint and T-Mobile are also out there, but neither has as complete 3G coverage as Verizon. Verizon is considered to have the best coverage in the US. And soon they will have 4G (LTE) which will not only be faster but also allow voice and data at the same time.
So if you want the iPhone, go AT&T and suffer the network. If you're fine with Android (and you should be), get a Droid/Droid Eris on Verizon and enjoy the good network.
