I think Lebanon has the highest of those four in regards to the whole population, though there are a small amount of extremely rich people in Saudi Arabia. Iran's government is bizarre and has laws about strange things like paintings. Iran's government also kills some of it's own citizens. Drug use is common in Yemen and there is extreme poverty there in some areas.

Does Kuwait UAE or Saudi Arabia have the highest standard of living for its people?

The United Arab Emirates and Kuwait are very close when it comes to standard of living as they are both considered developed countries. However, Kuwait wins by having the 35th highest living standard in the world. Saudi Arabia doesn't come close with the 59th highest living standard in the world. It is a developing country. An important note is that in all three of these countries, there is a huge disparity between the wealthy and the poor. These "living standards" are usually judged by averages and the life of poor Emiratis, Kuwaitis, and Saudis, is not equivalent to poor Western Europeans by a long shot.
