Congress held the power in the national government
*There are three branches of government. They are legislative, executive, and judicial. The Articles of Confederation only had a legislative branch. Because of this fact, Congress held the power in the national government.

A Unitary Government is a government where the power is held by one central authority. This happens a lot in a dictatorship, but some democracies also have them, like Great Britain. Unitary government: a system of government where there is a single system of administration, law, money, and measurement.
In the Constitution the states were intended to have more power, and now National Government has more power but not as much power as a State government has on a State. In other words National government has more power to the country but the state government has more power to the state.
