Probably he most famous person specifically mentioned as having long hair in The Bible was Samson. His parents took what was called a "Nazarite vow" before he was born, which meant that, among other things, he was not allowed to touch dead bodies, drink alcohol, or cut his hair ever in his life. Samson eventually did have his hair cut, when he was tricked by a Philistine woman with whom he was romantically involved. You can read about Samson in Judges 13-16.
