In early 2010 I purchased a property in Exeter,NH from an elderly local real estate agent. I was in the property doing some repairs when she came into the shop to chat. She then begins to tell me of a design contest she entered when she was young. A local bank in the Boston area needed a way to reuse some of the folders it would send from branch to branch. She went home and sewed to buttons on one of the folders and won the contest. She received $200 and an award dinner. The company retained patent and usage rights of the design. I am very sorry that I can not recall the name or location of the company. Her name was Patricia Grahame. On FEB. 06 2011 she passed away.

By drilling holes, the envelopes are able to get past some US Postal codes for regulations. If the envelope is totally closed, it fits into these codes and violates the law. i.e. Should be managed and/or regulated by the US Postal Service. The other common answers also make sense. The holes drilled in the envelope allows you to see if the envelope contains anything, without having to untie the string to look inside.
