Only the handful of HP tablet PCs have touchscreens, otherwise they are all standard screens.
Tablet PCs are only useful if you inted to do a lot of notetaking. For Web browsing or listening to much they are no better than traditional laptops.
A laptop tablet is a device smaller than a laptop but with the added benefit of a touch screen, such as an iPad. PCS stands for personal communication services, a wireless internet service that will enable you to connect your laptop tablet to the internet.
I suspect Tablet PCs are named after tablets of stone - a sheet of flat stone which was engraved with writing. Both are single, flat sheets - unlike laptops which have a keyboard which folds over the screen. Tablet PCs are always touchscreens, and so don't need a keyboard.
There are several different types of tablet computers out there, and the first thing is knowing the difference between them. Tech-FAQ.com has a great article which goes into the types of tablet PCs and how they work. http://www.tech-faq.com/how-do-tablet-pcs-work.html.

In 2002, Bill Gates and the Microsoft Corporation effectively invented contemporary tablets when a digital pen interface was finally wel l- integrated into the Windows Operating System, and the term "tablet PC" was coined... According to Web Pro News, pen computing has been around since the early 1980s. However, it was not until the 2002 that pen computers were reborn as "tablet PCs," enjoying increased publicity and sales."
