It is unknown which person invented it. Bludgeoning somone to death as a punishment probably is as old as human civilization; as an institutionalized punishment it dates back to the Middle Ages and was mostly used for very serious crimes and for high treason. Certainly after the 17th century most countries that then still applied the wheel as a form of punishment, had the criminal stangled or otherwise killed before his body was broken.
