A network is a group of computers that are sharing the same connection. For example, all the computers using your home wifi are on the same network. I assume you are talking about your home wifi when you ask who is on your network. People connected to your router are as as result on your network. However, if your wifi is encrypted people must provide an access code before they can join your network. Therefore, if your worried about who's on your network encrypting your wifi with WPA and not WEP is the best option.
