The official answer is not known. Nobody knows who owns TVI Express except the real owners. There supposedly are branches in India, UK, Indonesia, and Cyprus.
Some TVI Express member websites in the US calls "Tarun Trikha" "owner and CEO", but only since Mid-2010. Before then, he's just an "advisory board" member of TVI Express, which, according to TVI Express website, is just a very senior distributor/member selected by TVI Express to "inspire" other members.
In November 2010 Tarun Trikha's name disappeared from advisory board listings of TVI Express, no explanation. Supposedly members from South Africa contacted him for assistance when South African authorities decided to charge TVI Express as a pyramid scheme. "Parun Trika" (sic) wrote them email about something about the virtual office need to be verified, and there's no further answer.
No corporate records found for TVI Express in Cyprus or India lists any owners or even officers in TVI Express. All listings are anonymous or done through proxies.
There are unconfirmed reports that registered owners of TVI Express in India is Rahul and Anita Khurana, at least as stockholders. This cannot be confirmed. There is a couple in California by those names, but no way to confirm if they are the actually the couple in question.
TVI Express Indonesia is owned by Gouernami Goenawan, a TVI Express "presidential" associate in Indonesia.

TVI Express cannot be trusted. It has lied about its business, about its "partners", its owners, origin, even its own physical location. TVI Express claims to be based on multi-level marketing, but its own FAQ claims "you do not need to sell any products". If there are no products, then this is purely about recruitment, which would make it a Ponzi/pyramid scheme. TVI Express claims to have "strategic partners" in the travel industry. It was quickly revealed that their "partnership" consists of an AFFIILIATE membership to Travelocity through WCTravel.com. In fact, a Spanish newspaper found that AVIS, Lufthansa and Marriott have actually sent "cease and desist" letters to TVI Express warning them to stop claiming. TVI Express NEVER explained who owns it or even runs it. It has a nebulous reference to "prestigious UK investor group". It even turned on "private domain registration" so you don't even know who registered it. In 2011, it was finally revealed that the whole thing was orchestrated by one Tarun Trikha, who had spend 2 years claiming he was a "TVI Express Leader" and "presidential associate", when in fact he actually owns and runs TVI Express. TVI Express claims to be "headquartered in London, UK". However, its own company announcements confirms that they have been kicked out of their London office since Mid 2009, only to established a rent-a-virtual-office in Uxbridge several months later, 15 miles from London through Regis, the world-wide rent-a-office provider. And finally, TVI Express has been declared illegal in many countries, including China, Hungary, United States, South Africa, Botswana, and is under investigation in a dozen more countries. I would not touch this with a ten-foot pole.

After police investigation in Sikkim TVI Express refunded 6000 participants in March of 2010. Local organization HGTI call it a fake tourism organization out to fleece locals. Multiple countries around the world (including China, US, Hungary, Spain, Germany, Namibia, South Africa, Indonesia, and more have either announced investigation of TVI Express or have declared it illegal.

TVI Express is very likely a scam. They sell nothing of substance. They offer no transparency of their company. They are investigated by various countries around the world as pyramid scheme. See explanations below: * What does TVI Express actually sell? It has no product that members can even agree on (in fact, TVI Express has no "product" page on their website). It implies that it sells travel, but all offers are from TVI Express to member, nothing is sold by members to outside. In fact, its own FAQ says "you do not need to sell any products". * Who manages, runs, or owns TVI Express? Nobody knows. It is NOT on their website at all. For a company claim to be headquartered in London UK, their only listed UK address is NOT in London, but in Uxbridge, 15 miles away, and the exact same address is shared by over a dozen other companies, in a building known for virtual offices. In their own disclaimer they claim only compliant with Indian and Cyprus law. Their current "legal" address is in Limasool, Cyprus, a country known for money laundering and shell companies, and was used by Russian Mafia and Al Qaeda. Even the Cyprus address was shared by 3 other companies. * What does TVI Express offer to its members? They offer two things basically... access to a "travel portal", and 7-day 6-night vacation voucher e-mailed to you. The problem is, both are not what they appear to be. Both are claimed to be the "product" (either one, or the other, or both) by various members, depending on who you ask. The 7-day 6-night vacation is impossible to redeem for over a year. The redemption portal finally went online on June 9th, 2010 (17 months after TVI Express launched, with REPEATED delays), and TVI Express promptly announced that you need to pay ADDITIONAL $150 as "taxes and fees" to redeem the voucher, and the only participating hotels are all in or around India, instead of "around the globe" as they promised on their website. * TVI Express in the news US Maryland's ABC2 highlighted TVI Express on their SCAM ALERT segment. Local BBB representative said TVI Express is probably a pyramid scheme. Australian consumer protection agency ACCC has sued three TVI Express members for running an alleged pyramid scheme and obtained court injunction stopping them from promoting TVI Express, and froze their bank accounts. However, the three members emptied their bank accounts after the injunction, forcing ACCC to seek contempt of court charges in additional to fraud charges. China has outlawed TVI Express as a pyramid scheme with arrests and prosecution since mid-2009. Dozens were arrested in anti-fraud sweeps around the country, with TVI Express member arrests highlighted in at least five cities. Current count stands at 6 convicted, 3 of whom are sentenced to prison. TVI Express is now on the semi-official "MLM blacklist". Hungary has declared TVI Express a pyramid scheme, seeks EU sanctions. Prosecutors in Tajikstan and Georgia (the country) are investigating local TVI Express members who swindled thousands of locals. And even then it contained a lot of possible problems and omissions 1) he never said he was able to redeem his 7-day 6-night trip. He never said he sold anything either. He did not even say he recruited. That's a LOT of omissions. 2) The "travel voucher" is not a travel voucher at all, but a voucher to buy another position in TVI Express. He had to sell it to a prospective member to get his $250 (and the prospective member than use the code on the voucher to join). That is borderline illegal as the downline is basically buying stuff from the upline, instead of the company, making it a variant of Ponzi scheme, where the latecomers pay the early birds. 3) The other $250 is paid into his eWallet, not cash. In order to get that into your bank you have to pay all sorts of conversion fees, and only if the TVI Express office approves the transfer. He did not mention the fees at all. 4) He never mentioned that it takes 14 people as your downline to make you "cycle out" of the "traveler" board, and you need to repeat to cycle out of the express board. So your odds of making that $10000 is less than half percent, since there are over 200 people (14x15) under you. He just said he cycled out of traveler board in 6 days. He never mentioned he recruited 14 people (well, not all by himself, but he definitely recruited at least two by himself). 5) Remember, all of that 200+ people have likely sold NOTHING (TVI Express FAQ: "you do not have to sell any products") and all paid $250+ fees to TVI Express, for TVI Express to pay you that $10000, and even then, it's only a number in cyberspace. Getting it to your bank will cost you additional fees. 6) His definition of scam is "they don't pay me", which is implied, since all he mentioned as "I did my things, and they paid me." He failed to even consider the possibility that the whole thing is a pyramid scheme, and pyramid scheme keeps paying until no new members join to feed the money to the early birds. And he did tell you to join early right? But with 1 million members (as claimed by TVI Express in May 2010) you are too late to "join early". 7) There are a LOT of other problems with TVI Express... They don't have a code of ethics. They don't protect their marketing material. They don't answer questions about laws, EVER. They were NOT approved by BBB (they instead use a badge from IBB, which is NOT related to BBB at all). They were also DECERTIFIED from Trust-Guard in 2009 (reason unknown). Most 'defense' of TVI Express are done by members, who don't represent the company at all. NOBODY had ever seen or heard from the corporate staff (except some folks answering phones for TVI Express, location unknown). Some members are known to lie, or use outdated information, or use false arguments, to defend TVI Express. All indications show this is very likely a pyramid scheme, under investigation by various countries. Stay away, as far as possible.
