First, it should be noted that in England, this is NOT a government expression-- in the United States, there is a President (assisted by his Vice President), but in the United Kingdom, there is a Prime Minister and various deputy ministers. The expression "Vice President" is a business expression, referring to someone who is subordinate to the company's president but second-in-command. This person is in a position of authority and carries out various leadership functions that support the president.
