The commander of all US forces is the President. George W Bush (Watch this space!) at the time of going to press. He is advised by a staff of course, and this will be made up of General officers. I really couldn't comment on what day to day effect the President has on the US Army, it's a bit like asking HM the Queen if she really chooses who guards Buck House !
