The Speaker pro tempore is any member of the House of Representatives appointed by the Speaker of the House to preside over the House. This position is normally delegated to a member of the same political party. The President pro tempore of the Senate is the senior Senator of the majority party and is third in line of succession for the presidency after the Vice President (the President of the Senate) and the Speaker of the House of Representatives. The current (as of November, 2007) President pro tempore of the Senate is Robert Byrd (D) West Virginia.

Although the Speaker of the House has the duty of presiding over the house (i.e. calling for order, telling members when they can speak or not, calling for votes, etc.) they usually don't do this. They will delegate it to a member of their party, who becomes the Speaker Pro Tempore (or Acting Speaker). The Speaker Pro Tempore is not the same person, and members of the Majority take it in turns to serve this role. The more important a debate, the more senior the Speaker Pro Tempore will be.
