Her name is Colleen Crabtree. She is an actress and a comedian and she was featured in last weeks Variety issue. This is one of my favorite commercials of all time.

Colleen Crabtree played a harried mother of four in a progressive commercial, but I can't tell if the above video is the one referred to because is removed from youtube now. I suspect the question is asking about the actress that is in at least two other progressive commercials, including the "Check-out Girl" who shouts "surprise". That appears to be actress Stephanie Courtney from Long Island, NY. She has a way about her, good comedic timing and good facial moves...I bet she will end up with a tv series.
