Depending on your point of view, meaning whether you like droids, sith, jedi,rebels, or empire, i guess whoever is the most boring, insignificant, and completely unnecessary to the film. Or whoever is the freakiest...cough..Lando..cough..Calrissian..cough.
There have been many menacing villains in Star Trek, but in my opinion, none were more evil and dispicable than the Cardassian Gul Ducat. He often changed his disposition and appeared to have changed his ways (I must admit, I started to feel a little sorry for him myself), but Kira Nerys of DS9 kept her wits about her and never trusted him once.
The guy was so trecherous, he had an affair with a young Bajoran woman who was married with children (as was Ducat) and impregnated her (all during the Cardassian occupation on Bajor where he used Bajoran females as "Pleasure Women"), only to ditch his outcast Bajoran-Cardassian daughter on a desert planet with the Breen.
He also falsely disguised himself as a Bajoran and infiltrated the Kai, (kind of like a female pope of the Bajoran world) by way of getting into her bed purely to release evil spirits to destroy everything that was holy. Shortly before he went mad (after being completely outcast), he almost got away with genocide after he impregnated yet another Bajoran woman who was due to be married to another man.
He betrayed the trust of his own family, the Federation, his own Cardassian Military Order and his own home world. Of all of his evil plans, he was hell bent on killing Benjamin Sisko because he believed he was the ccounterpart emissary of the Pah Wraiths (the evil prophets). The one single ongoing evil, sick-minded, sadistic character that I simply loved to hate. At least the rest of the Cardassians, some Klingons and most Romulans were at best cruel and war-like. Ducat was evil incarnate.
