A saddler and harness maker or a "tack" maker.
In the beauty salon.
The saddle should have a nail head near the pommel on an English saddle, this will tell you the maker, if there is no nail head then look under the flap, it could be underneath. On a western saddle it can be underneath, on the stirrup fenders, or somewhere else on the top of the saddle as location can vary by maker. For bridles it can be harder to tell. Look on the underside of the bridle and on the crown piece as they can be stamped with the emblem of the maker or a serial number. For breast straps the same thing applies as to bridles.
Saddle Maker and schoolteacher
Most manufacterers put the number on the fore side of the saddle under the first flap where you would attatch the stirrup leather. There should be a metal tag with the saddle maker's name and serial number. If for some reason this has been removed call the saddle maker from a number obtained online and they may be able to give you a number.
A handmade saddle takes about 10 days from start to finish for an experienced saddle maker. A saddle maker can work on several saddles at once because there are some stages when it has to dry for a long period of time before the next step can be taken.
Saddle making is an art and a science. The maker starts with the foundation of the saddle which is the tree. From that the leather pieces, stirrups, cantel, fenders, ect. This is why saddles are so expensive.
