If you are referring to the President of the U.S. than the speech he is required to make by the Constitution is the State of the Union Address.
I think you are looking for the state of union address as an answer. He is required by the Constitution to inform Congress about the state of the union from time to time- he is not absolutely required to do so every year but this has become required by tradition if not by law.
He is not required by law to do so, but custom and precedent pretty well dictate that he do it. It is a great opportunity to speak to the nation and all of Congress to set out his program for the year as well as to review the state of the union. He is required by the Constitution to report to Congress on the state of union from time to time but no annual address is specified.

The question has combined two different events. Congress makes the laws and the state of the Union is given by the President. New laws can be mentioned in the State of the Union but not promoted. Congress has very little to do with the speech given by the President. It is his night to address the nation and not push the agenda of Congress.
In Article II, Section 3 of the Constitution it states the presidents must from time to time address Congress and the nation about current conditions. He must also make suggestions to Congress, then judge the plans when needed.
