HTC makes their own phones, from R&D to mass production. They are based out of Taiwan but don't be surprised if you open an HTC phone and discover parts were made in Korea.
Microsoft isn't a phone manufacturer. They produce components and software, and lately HTC isn't using any Microsoft software.

As I understand it, you mean "htc" with HTC Corporation the company name, right? HTC is a company so nobody "owns" HTC (or any other company). There is a CEO, who's role is to lead his company through the market. In this case, Peter Chou (HTC's CEO) has to lead HTC through the mobile phone market. Nobody owns a company. not even Steve Jobs owns Apple. He's just the CEO and that's a mere status.
