Whilst the crown estate is managed by an independent body it is infact on behalf of the government. The crown estate is effectively leased to the government from the Queen in a contract that is renewed on every monarchs ascension since George III. In effect, if Charles decides not to renew this agreement he will lose the civil list payment but regain control of the crown estate and its £7bn portfolio.
