The Department of Homeland Security (DHS) is primarily funded through the federal budget and appropriations from the U.S. Congress. The funding for DHS comes from taxpayer dollars, as well as other sources such as grants, fees, and reimbursements from other government agencies. Overall, the responsibility for funding the DHS lies with the federal government.

It's part of the US Federal Government budget, which means that in theory it comes from taxes and in practice it comes partly from taxes and partly from expanding the National Debt, which I guess means that at this point it's mainly China that's paying for it.
