Given that the author of Acts was seemingly inspired by the Jewish Passover in writing his account, we could infer that he was also aware of the passage in the Book of Joel. In any case, genuine prophecy seems to have eluded the apostles, and blood, fire and smoke are not associated with Pentecost. The remainder of the passage is apocalytic, but certainly not concerned with Pentecost. No Old Testament prophet ever prophesied the day of Pentecost.
