As to Costco, they (like any other retailer including even branded gasoline stations) get their gas from a nearby wholesaler. Often everyone in town is selling gas from the same refinery and wholesaler -- the only difference is that they may add a special additive if that is what the retailer advertises. For example, if you buy gas because it is advertised to contain "agent boy-o-boy", the wholesaler or refiner may add something when the tanker picks up the fuel for that retailer. Otherwise, the gasoline tanker will stop at a several retailers (of several different brands) on the way down the road filling up their storage tanks with exactly the same product.
Everyone is selling Saudi oil except Citgo who is definitely selling oil from Venezuela.
If they (Costco) are not proud of buying gasoline from the United Sates, then I have to assume they get it from the Middle East, China, or Venezuela.

Each Costco purchases gas from a LOCAL wholesaler and those prices can vary from region to region. For example, although not significant, here in Southern California, the price of gas from the Costco in Fullerton differs by about $.03 from the Costco in Irvine and Tustin.
