In the Call to Freedom text book for social studies, it says a federalists is "People who support the Constitution." This means that they would also support the Bill of Rights considering the Bill of Rights is in the Constitution.
James Madison drafted and introduced the Bill of Rights grudgingly to please the Anti-Federalists. These first ten amendments to the Constitution were supported by Thomas Jefferson, Patrick Henry, and John Hancock. These were leaders of the "Anti-Federalist" party which favored a bill of rights before ratification of the Constitution. They wanted protection of civil liberties that might be breached by the new, strong central government that the Constitution proposed implementing.
