Yes, several companies that sell foods online provide delivery (usually UPS or FedEx) to your home. They pack the food in dry ice and the boxes are very well insulated. Meats are shipped this way and sometimes baked goods.
Try Fed-ex overnight shipping. Consider using foam cooler material, packing dry ice tightly around the tightly sealed zip lock bag, which contains frozen Ice cubes wherein the product(in this case Ice Cream) is sitting comfortably cold and dry wrapped in a dish towel inside its own zip lock bag. I know it's a lot, but it's happened to me before, where it shows on the other end melted. One word. embarrassing
Frozen food should be mailed in an insulated shipping container that does not allow a lot of extra space. Use dry ice to keep it frozen. Overnight shipping is best.
Some pet stores, reptile stores, and a lot of websites mail them out (but the shipping fee is insane).

There are three types of frozen foods. 1) food that is frozen slowly. 2) food that is flash frozen. This food is frozen faster to preserve the texture and best flavors, normally done to vegetables. 3) Snap frozen foods. This is any food dipped into liquid nitrogen. It is super cold and if you drop or bend the food, it will snap or shatter like glass.
