According to the press release at: http://www.liv.ac.uk/newsroom/press_releases/2005/04/science_fiction_hub.htm, the term "Science Fiction" was first used in print by William Wilson in 1851. Hugo Gernsback is more commonly credited with creating the term. He used "scientifiction" in his initial publications in 1926 but this changed to "science fiction" beginning about 1929.

Although there were some earlier forerunners who sometimes let their fantasy run wild, it was really the 19th century with its industrial revolution and many inventions that triggered fiction writers to fantasize what might happen if science would even develop much further and how that might make events and adventures possible. The earliest real science fiction works in the modern sense originated in France in the first half of the 19th century. Jules Verne (also French) is the earliest still famous science fiction writer who, starting in the 1860s, based adventures on science and technology developments that then were purely fictional.
