The Oscars, the popular name for the Academy Awards, is voted upon by the over 6,000 members of the Academy of Motion Picture Arts and Sciences. Members are all the major players in the movie industry classified by their various disciplines (15 total) such as acting, directing, cinematography, and writing to name a few.

In the first round, nominations are made only by members of their respective fields. For instance, directors nominate the work of directors, actors the performances of actors, etc. each providing a list of their top five choices. The exception is Best Picture where all members are allowed to submit their top five. The winners are then determined in a second round of voting where all members can vote in most categories including the most celebrated Oscar for Best Picture.

The Academy calls itself "the world's preeminent movie-related organization" of "the most accomplished men and women working in cinema," and its membership includes some of the brightest in the film business - Tom Hanks, Sidney Poitier, Meryl Streep and Steven Spielberg, among others. The roster also features actors far better known for their television acting, such as Erik Estrada from "CHiPs," Jaclyn Smith of "Charlie's Angels" and "The Love Boat's" Gavin MacLeod.

According to TheWeek.com, Oscar nominees are selected by members of the Academy's 15 branches, who vote in their own fields. In other words, directors pick the Best Director nominees, cinematographers select the Best Cinematography nominees, etc. Each voter selects five nominees in order of preference. All Academy members get to nominate films for Best Picture. The auditing firm of Price Waterhouse determines the results and issues the top five nominees in each category.

After the nominations are revealed, Academy members are then allowed to vote in each category on the final ballot.

Hellmans book of film (1969) alluded to the average age of academy members being 57 years in 1968.I would not think that has changed much!
