Big Ben is actually the 14 ton bell inside the Clock Tower of the Palace of Westminster. The bell was named after Sir Benjamin Hall who was Commissioner of Works when the bell was installed. However, most people now call the clock 'Big Ben'.

Per the Wikipedia article referenced below, this 13.76 tonne (13 1/2 ton) replacement bell was recast at Whitechapel Bell Foundry by john Warner & Sons in 1856. Perhaps it is incorrect.

Big Ben was built for the people of London so they were able to tell the time. Not many people would have watches in those early days.
