Answer Getting California into the Union as a free state, the Fugitive Slave Act and his effort to open up Japan to Western trade.

answer #2) Fillmore will always be known for creating the Compromise of 1850 and preventing the United States from a Civil War for over a decade. He is a very unpopular president and his achievements may be very small and not so great, but they did make a big impact. He is also will be known for his principled foreign policy, and the way he handled foreign countries. He will also be remembered for his creation of the Know Nothing party, who opposed Immigration. Fillmore will also be remembered for siding with pro-slavery and for his enforcement of the Fugitive Slave Law. Overall he will never be a popular president, because of his uneventful presidency term.

In his personal life, he achieved a great deal, starting with nothing. His father apprenticed him out to work, so he could not go to school. After he was an adult, he worked his way through school, learned to read, became a teacher, studied law on the side and became a lawyer. Then he got into politics, was elected to the NY state assembly and then to the US Congress. He became known in national political circles and was nominated to run for vice-president.

President: Millard Fillmore (1800 - 1874)

Term: July 9, 1850 - March 4, 1853

Background: Millard Fillmore was born in Cayuga County in the Finger Lakes region of New York State, in a log cabin. His parents were Nathaniel Fillmore and Phoebe Millard, and he was the second child born amongst nine. His family was Scottish Presbyterians descents on the father's side and English on the mothers. Later on in life, Fillmore took on a Unitarian life. At the age of 14, he apprenticed in Sparta, New York to learn under a harsh cloth maker. He left after four months, but later took another apprenticeship in the same trade at New Hope, New York. In 1819, he attended New Hope Academy for six months. Fillmore then began to study law under Judge Walker Wood of Montville, New York. He then bought Judge Walker Woods apprenticeship, and then moved to Buffalo, New York and continued to study law in the law offices of Asa Rice and Joseph Clary. In 1823, Fillmore was admitted into the bar, and began to practice in East Aurora. He then formed a partnership with Nathan K. Hall in 1834, which would later become one of New York's best firms. He founded the private University of Buffalo in 1846. Fillmore also was a Member of the U.S. House of Representatives from New York's 32nd district from March 4, 1833 to March 3, 1835. From 1841 to 1843, he was the Chairman of the House Committee on Ways and Mean. Fillmore was also the 14th New York State Comptroller, and was in office from January 1, 1848 to February 20, 1849. He then became 12th Vice President of the United States and was in office from March 4, 1849 to July 9, 1850 serving under Zachary Taylor. Fillmore was the first president to be born after the decease of a previous president.

Political Party: Anti-Masonic, Whig, and American

Vice-President: none

Major Domestic Policy: During this time sectionalism was expanding and slavery was beginning to become a more prominent issue. Many people yearned for the abolishment of slavery, causing the south to get worried. Now that the Whig party was split over the topic of slavery in 1848, more and more debate of the issue was occurring. California became a very popular territory due to the gold rush. This then allowed it to have the desire to become a state. This was a problem because of the fact that there was no potential state that would join in at the time to equal out North to South states. The Compromise of 1850, settle this dispute by admitting California into the Union. It repealed the Missouri Compromise by diving the country on the 37th parallel line. Once Utah and New Mexico applied for statehood, they would be allowed to pick their own fate whether they were anti slavery of for slavery. In response, the North tolerated for the Fugitive Slave Bill, which allowed for the arrest of slaves in the free states. The Compromise of 1850 and the Fugitive Slave Bill angered many of the people of the North. Harriet Beecher Stowe then decided to take action in attempt to ban slavery. She wrote the book Uncle Tom's Cabin hoping to show the cruelty of slavery and persuade people to become anti-slavery.

Major Foreign Policy: The United States now had the right to construct a canal across Panama due to the treaty that was created during the Mexican War. Great Britain was not happy with this creation of this canal due to Panama being the shortest route to Central America. Opposition was occurring during this time over the dilemma of the canal. In 1850, the Clayton-Bulwer Treaty was signed by Taylor, which created agreement to stay mutual arrangement if the canal was going to be built. This canal would allow ships from all nations, but before any sort of construction, the countries involved would need to get permission from each other for the creation of the canal. Also occurring at this time was expanding trade with Japan. For about three centuries, the United States had not traded with Japan. The United States knew that Japan was an excellent place to resupply ships on the way to areas such as China and Southeast Asia. Fillmore then made a trade mission, which opened the trading with Japan, but was not in full use until the Presidency of Franklin Pierce. The South was also in need of more land to spread their slave economy. In order to do this, Narciso Lopez raised an army consisting of mostly American's, in hopes of invading Cuba. Federal authorities tried to prevent this, but Lopez's army had already sailed out of New Orleans. This attempt failed, and was later tried again in the summer of 1851. This attempt also failed and resulted with Lopez either being enslaved or murdered.

Court Case:

• Sheldon v. Sill (1850)-Held that Congress has the power to limit the subjects that Supreme Court hears, but it may not take those actions.

• Cooley v. Board of Wardens (1851)-Stated that the law that required ships leaving or entering the port of Philadelphia employ a local pilot would not conflict with the Commerce Clause of the Constitution.

• Strader v. Graham (1851)-Held that the three slaves that traveled from Kentucky to Indiana and Ohio were under the Kentucky law other then the Ohio law.

Intellectual and Social Developments:

• In the South, there was a growth of production of cotton, while in the North and Midwest, more railroads for transportation for things such as cotton were being created.

• Farms begin expanding into the Midwest and the far west.

• The Free Labor party makes known inequality

• The Whig party gets demolished and is no longer in session, and the Republican Party begins to form.

• Harriet Beecher Stowe writes Uncle Tom's Cabin. The book gave a different view on slavery by telling the cruelness of slavery.

• The Compromise of 1850 settled the dispute over slavery.

Fillmore's Legacy: Fillmore will always be known for creating the Compromise of 1850 and preventing the United States from a Civil War for over a decade. He is a very unpopular president and his achievements may be very small and not so great, but they did make a big impact. He is also will be known for his principled foreign policy, and the way he handled foreign countries. He will also be remembered for his creation of the Know Nothing party, who opposed immigration.
