There is no record of a composer who was both blind and deaf. There have been blind composers, and at least one--Beethoven--who was deaf; but the combination of the two handicaps would likely prevent the satisfactory accomplishment of writing music one could neither see nor hear.

Since when was Beethoven blind? Deaf, yes, but he could see all right. There have been many famous blind keyboard players: John Stanley, George Frederic Handel, Helmut Walcha, Louis Vierne, Jean Langlais and Alfred Hollins (all great organists); George Shearing, Art Tatum (almost blind), Stevie Wonder, ray Charles; Bernard d'Ascoli, the first blind pianist to win a major international piano competition (Barcelona), and most recently Nobuyuki Tsujii the young pianist who won the Van Cliburn Competition.
