General MacArthur, Admiral Nimitz, Admiral Halsey and Admiral Spruance were the commanders of the Pacific Theater of Operation. There were other commanders of the other allied forces that reported to these commanders. And then there was General Hap Arnold who was in charge of the air forces.

Admiral Chester Nimitz (for most of the war)
The military goal of the US in the Pacific during World War 2 was Japanese surrender.
Admiral Chester W. Nimitz had overall command of all air , land and sea forces in the Pacific theater : Commander in Chief, United States Pacific Fleet (CinCPac) .
Admiral John Tovey was the Admiral of the Fleet in the Atlantic during World War 2. He served in the Royal Navy. He retired after the war ended. Admiral Ernest J. King was assigned Fleet Commander of the Fleet for the United States once the US entered the war. They did not have one Admiral to control the fleets of the Allies as they did for the land forces.
The buck stopped with Fleet Admiral Chester Nimitz, whose WWII titles included the dual command of Commander in Chief, US Pacific Fleet for U.S. naval forces and Commander in Chief, Pacific Ocean Areas for U.S. and Allied air, land, and sea forces.
The Pacific was divided into two "Theaters" of Operations - the Central Pacific, and the Southwest Pacific. This was done mostly because MacArthur had retreated to Australia after Japan conquered the Philippines, and as a former commanding general of the US Army, a prestigious command had to be carved out for him. So, MacArthur commanded in the Southwest Pacific, fighting in the New Guinea area and the Philippines. Navy Admiral Chester Nimitz commanded in the Central Pacific, from his HQ in Hawaii, where he was also commander of the US Pacific Fleet.
