According to the U.S. Naval Historical Center in Washington, John F. Kennedy was the first sailor to ever serve as President. His Navy career is immortalized in the book and movie "PT-109", which is about his time as a Lt. (jg) in the Pacific Theatre in WW2 in command of a PT boat. PT-109 was destroyed when it was cut in two by a Japanese Destroyer during action in Blackett Strait in the Marianas Islands. Shipwrecked on a small uninhabited island, Kennedy and his men (some seriously burned and injured) avoided capture by the Japanese. Kennedy and other officers swam at night into the Strait hoping to flag one of the other PT boats on patrol as they had been listed as lost at sea. An Australian Coastwatcher became aware of their survival after a native patrol encountered them on the island, and Kennedy gave them a now-famous coconut engraved with a short message. The Coastwatcher, A.R. Evans, arranged for Kennedy to be brought to him to arrange a rendezvous with another PT boat so that Kennedy could lead them to his crew. 2 members were never found after the boat was sunk.
Kennedy kept the coconut and it was kept on his desk during his Presidency. He met with Evans again after he was elected.

George Washington was the first president to command the army, but there was no operational US Navy during his presidency. The US Navy was established in 1794, but had no ships until the first frigate "United States" was completed in 1797, when John Adams had become President. The Constitution specifies that the President is the Commander-in-Chief of the military. The first US President (George Washington) was thus the first Commander-in-chief of whatever military forces were in place at the time.
