The girl's name is Caridee English. She won a challenge on the reality show America's Next Top Model cycle 7 and won the role of, ironically, a model who wins the attention of Mouth for the episode All These Things That I've Done. Caridee won the role in the episode The Girl Who Breaks Down.
I think you could also be referring to the WB Show "The Starlet" where Michelynne McGuire won a short role on OTH of the girl who buys Brooke's house.
